Has anyone ran into this problem before? The weights are mirrored from the other side but the other arm functions perfectly. According the the weights and their influences, everything should be working fine but it obviously is not.

First off, is that a junk control on him? Heh.
So it looks like his upper arm isn't weighted correctly then? What are those points weighted to? Are the weights normalized (Do they add up to 1, with no negative numbers or anything weird)? Were any joints on hold when you mirrored? Is it maybe a problem with the rig, not the weights?

yeah i solved the problem. It was the parent constraints on the main joint chain from tghe IK FK chains. The rig "appeared" to function properly when in reality the weight of the contraint was set to the FK joints in IK mode. I just had to revearse them and the problem was solved.
