When I begin drawing, I first establish the main colour areas, without shading or much shape. That way I can instantly see how the mood would be, and what I need to change before I get more detailed. Then I make the shade with smaller brushes, colour variations. I don't really make use of the smudge tool, I like my strokes seen.
The background in this WIP is blurred with Gaussian, like in the photo, to bring the face into focus more.
Once I did the main colours, I will usually start at one particular feature and draw it till it is done. Like the eye here:
I've only recently realized the beauty of layers, so the eye-lashes are on a different layer, and everything else is on one whole one.
